Russia and US sign START Agreement

The United States and Russia have signed a new START nuclear arms reduction treaty.  The two nations possess 95% of the world's nuclear weapons.  This treaty, a continuation of a similar treaty that expired 2009, limits the total number of deployed strategic missiles and bombers.  It is an important strengthening of US-Russian relations, which have been cool since the policies of the Bush administration.  While he has been in office, President Obama and Secretary of State Hillary Clinton have been reaching out to Moscow and President Medvedev.
